How to modify the workflow file to let claude create PR automatically on completion of the fix?

As far as I can tell the instruction to provide a URL for creating a PR manually (rather than creating the PR automatically) is hardcoded in the action system prompt, which takes precedence over CLAUDE.md AND over any instructions in the workflow prompt argument.
Therefore, I believe this issue should be converted from question to a feature request - change the system prompt so the user can choose between the existing behavior or opening a PR automatically.
